Ariz. Admin. Code § R6-5-3302
1. The Program Manager shall implement the Program, including the
administration and management of the Program.
2. The Program Manager shall ensure adequate safeguards to prevent aggregate contributions on behalf of a Designated Beneficiary in excess of the limit
established by the Department under section 529(b)(6) of the Code. For purposes of this Section, aggregate contributions include contributions under any prior
qualified ABLE program of any state or agency or instrumentality of either.
4. The Program Manager may contract with third parties to assist the Department
and Program Manager in the educational and promotional activities for the Program.
5. The Program Manager may use forms provided or promulgated by the SSA, the
IRS, or other federal agencies for the purposes of the ABLE Program. The
Program Manager may also promulgate its own forms reasonably necessary to
implement the ABLE Program.
