1. 1. Not discriminate against any Job Seeker or Employer in compliance with federal and state nondiscrimination laws;
2. 2. Promote an employment opportunity for an Individual With a Barrier to Employment and encourage an Employer to hire a Job Seeker on the basis of objective qualifications; and

3. 3. Select and refer a Job Seeker for work according to the following priority:

   1. a. Special Disabled Veteran Job Seeker;
   2. b. Veteran of the Vietnam Era Job Seeker;
   3. c. A Disabled Veteran other than a Special Disabled Veteran Job Seeker;
   4. d. Any other Veteran and Eligible Person; and
   5. e. Any other Job Seeker.
