1. 1. “Debtor” means a person indebted to the Department.
2. 2. “Department” means the Department of Economic Security.
3. 3. “Request for review” means a request for agency-level review filed with the Department pursuant to A.R.S. §§ 5-575(C) or 42-1122(H), but excludes claims made pursuant to A.R.S. § 42-1122(S).
