1. 1. Except for an applicant for licensure by reciprocity or universal recognition, an applicant for a barber or instructor license shall pass an examination covering the topics listed in A.R.S. § 32-324(A); and

2. 2. As authorized under A.R.S. § 32-322(A)(2) and A.R.S. § 32-323(A)(2), the Board shall ensure that applicants for licensure by reciprocity and universal recognition possess necessary qualifications by requiring:

   1. a. All applicants for licensure by reciprocity or universal recognition to pass an examination regarding A.R.S. Title 32, Chapter 3 and this Chapter; and
   2. b. Applicants for licensure by reciprocity or universal recognition as an instructor to pass an examination regarding procedures the Board uses to measure the practical skills of barbering students.
