Ariz. Admin. Code § R4-6-216
The Board shall accept as qualification for licensure a degree from an institution of higher education in a foreign country if the degree is substantially equivalent to the educational standards required in this Chapter for professional counseling, marriage and family therapy, and addiction counseling licensure. To enable the Board to determine whether a foreign degree is substantially equivalent to the educational standards required in this Chapter, the applicant shall, at the applicant’s expense, have a course-by-course evaluation of the foreign degree performed by an evaluation service that is a member of the National Association of Credential Evaluation Services, Inc.
