1. A. A concessionaire shall display all prizes while the game is open to the public.

2. B. A concessionaire shall not:

   1. 1. Award prizes that are not displayed;
   2. 2. Award cash prizes;
   3. 3. Buy back for cash or any combination of prizes, articles, tickets, numbers, or other medium of exchange, any prize won by a player at the Fair; or

   4. 4. Offer the following merchandise prizes:

      1. a. Weapons of any kind, such as firearms, knives, whips, martial art items, bike chains, studded jew­elry and accessories, water pistols or guns, or pea or bean shooters;
      2. b. Fireworks of any kind;
      3. c. Handcuffs or fingercuffs;
      4. d. Melted glass bottles;
      5. e. Items that are inconsistent with the state’s interest in providing entertainment for families and children;
      6. f. Eyeglasses, other than sunglasses;
      7. g. Medicine or drugs of any kind; or
      8. h. Fowl or animals, except goldfish.

3. C. An Arizona State Fair Games Inspector may prohibit other prizes, based on prize or merchandise:

   1. 1. Safety;
   2. 2. Legality; or
   3. 3. Value.
