1. 1. Publicizing the need for such adoptive parents;
2. 2. Registering adoptable children, as appropriate, with the Adoption Registry or other local, state, regional and national adoption resources;

3. 3. Advising prospective adoptive parents of:

   1. a. The availability of children with special needs,
   2. b. The procedures involved in adopting such children, and
   3. c. The support services and subsidies that may be available to persons adopting such children; and
4. 4. Other measures similar to those described in this Section.

The Department shall actively recruit persons to adopt children with special needs by:
