1. 1. The purchase can be made from a state or agency contract;
2. 2. The purchase can be made from a set-aside organization as established in Article 10;
3. 3. The purchase is not expected to exceed $10,000.00;
4. 4. The agency chief procurement officer makes a written determination that competition is not practicable under the circumstances. The purchase shall be made with as much competition as is practicable under the circumstances.

For purchases not exceeding the amount prescribed in A.R.S. § 41-2535, including construction, the agency chief procurement officer shall issue a request for quotation under R2-7-D302 unless any of the following apply:
