1. 1. Award the contract to the offeror and prepare a written determination that:

   1. a. The price submitted is fair and reasonable pursuant to R2-7-702; and
   2. b. The offeror is responsive; and
   3. c. The offeror is responsible; or

2. 2. Reject the offer and:

   1. a. Resolicit for new offers;
   2. b. Cancel the procurement; or
   3. c. Use a different source selection method authorized under the Arizona Procurement Code.

If only one offer is received in response to a solicitation, the agency chief procurement officer shall review the offer and either:
