1. 1. Award the Contract to the Offeror and prepare a written determination that:

   1. a. The price submitted is fair and reasonable; and
   2. b. The Offeror is responsive; and
   3. c. The Offeror is responsible; or

2. 2. Reject the Offer and:

   1. a. Resolicit for new Offers; or
   2. b. Cancel the Procurement.

If only one Offer is received in response to a Solicitation, the Authority shall review the Offer and either:
