1. 1. Certify that the plan or plan amendment is incorporated into and is consistent with the state water quality management plan, and
2. 2. Submit the plan or plan amendment to the United States Environmental Protection Agency for approval.

A designated water quality planning agency shall submit a proposed Certified Areawide Water Quality Management Plan or plan amendment to the Director for review and approval. Upon approval, the Governor or the Governor’s designee shall:
