1. A. No gas from any completed gas well shall be:

   1. 1. Permitted to escape into the air except for testing when no pipeline connection is available.
   2. 2. Used expansively in engines or pumps and then vented, or
   3. 3. Used to gas-lift in oil wells unless all gas produced from such gas-lift operations is processed in a gasoline plant, and the residue gas is used in the manufacture of carbon black or for some other profitable use.
2. B. Utilization of gas in the manufacture of carbon black may be made only if approved by the Commission, after notice and hearing, based on a finding that a more profitable use is not available or will not be available in a reasonable time.
