1. A. Method of service. Unless otherwise specified in this Article, a person shall serve a document other than a subpoena by:

   1. 1. Personal service with receipt or certificate of delivery,
   2. 2. Legible fax with confirmed receipt, or
   3. 3. Regular mail.
2. B. Service on attorney. If a party has appeared through an attorney, service upon the attorney is deemed service upon the party.

3. C. Time of service. Service is made at the time a document is:

   1. 1. Personally served;
   2. 2. Faxed to the number contained in Board’s records for the person being served; or
   3. 3. Deposited in the United States mail, postage prepaid, in a sealed envelope addressed to the person being served, at the person’s address of record.
