(a)

1. (1) Unit shakedowns may be conducted at:

   1. (A) The discretion of the facility director or designee, without individualized reasonable suspicion to believe that a particular client is in possession of:

(i) A weapon;

1. (ii) Drugs; or

   1. (iii) Contraband; and
   2. (B) At random times and intervals without advance notice to clients.
2. (2) During a shakedown, the entire unit may be searched, with the exception of staff and clinical offices.
3. (3) All clients shall be briefed immediately prior to the shakedown with respect to how the process will occur.

(b)

1. (1) Each facility shall establish a written procedure for conducting searches during unit shakedowns.

2. (2) The written procedure shall:

   1. (A) Establish, in detail, the process for conducting such searches, including:

      1. (i) What areas are to be searched; and
      2. (ii) The order in which they ordinarily should be searched;
   2. (B) Include a requirement to document all unit shakedowns; and

   3. (C) Be approved by the Division of Youth Services Assistant Director for Service Delivery, Compliance, and Quality Assurance.

      1. (c) Searches of client rooms during a unit shakedown shall be conducted with at least two (2) staff present.
