(a)

1. (1) Room searches may be conducted at the discretion of the facility director or designee, without individualized reasonable suspicion to believe that a particular client is in possession of:

   1. (A) A weapon;
   2. (B) Drugs; or
   3. (C) Contraband.
2. (2) In addition, the shift supervisor may order room searches without seeking approval of the facility director whenever staff has reasonable suspicion to believe that a client is hiding weapons, drugs, or contraband in his or her room.

(b)

1. (1) Each facility shall establish a written procedure for conducting room searches.

2. (2) The written procedure shall:

   1. (A) Establish, in detail, the process for conducting room searches, including:

(i) What is to be searched; and

1. (ii) The order in which it ordinarily should be searched;

   1. (B) Include a requirement to document all room searches in the search log to be kept at each facility; and

   2. (C) Be approved by the Division of Youth Services Assistant Director for Service Delivery, Compliance, and Quality Assurance.

      1. (c) Searches of client rooms shall be conducted with at least two (2) staff present.
