(a)
- (1) The following are procedures to use when requesting an out-of-state home study for an Arkansas child, including placement into residential treatment facilities.
- (2) Always use the child’s name on the correspondence.
(b) The sending party (county office, etc.) will follow CFS-6092: ICPC Home Study Request Check List and compile an Interstate Compact Placement Packet consisting of three (3) copies of each of the following (include five (5) copies of ICPC-100A):
- (1) Cover Letter (CFS-6092: COVER LETTER) to explain the placement plans;
(2)
- (A) ICPC-100A: ICPC Request.
- (B) Retain one (1) copy and include five (5) completed, signed, and dated copies with the packet;
- (3) Court order (most recent) showing that the Department of Human Services has custody or the court has jurisdiction of the child (e.g., adjudication order, recent review order);
- (4) Termination of parental rights (TPR) for an adoptive home study;
- (5) ICPC-101: Priority Home Study Request;
- (6) Current case plan (CFS-6010: Case Plan);
- (7) Social summary (CFS-6092: SOCIAL SUMMARY) or an adoption summary if requesting a preadoptive placement;
- (8) Medical records/reports (PACE evaluation, if available), including immunization records;
- (9) School reports/records from the past three (3) years, if applicable;
- (10) Psychological evaluations/reports and counseling reports, if applicable;

- (A) Financial/medical plan (CFS-592: Financial/Medical Plan Interstate Compact on the Placement of Children).
- (B) The form must indicate that the Division of Children and Family Services is the sending party and will retain financial and planning responsibility for the child;
(12)
- (A) IV-E eligibility form (print screen of CHRIS foster care determinations window).
- (B) Financial arrangements should always be discussed with the prospective placement resource before the home study is requested.
- (C) If a board payment is needed, a foster home study must be requested;
(13)
- (A) Proof of citizenship.
- (B) United States birth certificate or other birth records.
- (C) If birth records are not available, you can ask if the client has any other citizenship-related documents such as those listed in sections 6700, 6703, and 6705 of the following link: https://humanservices.arkansas.gov/wp-content/uploads/Medical-Services-Appendices-3.14.24.pdf;

- (A) Proof of identity.
- (B) A Social Security card, completed application for a duplicate card, or school ID with photo.
- (C) (Per the division Eligibility Unit, federal authority will determine other acceptable documents of a child’s identity “at a later date”); and
(15)
- (A) Photo of child or children.
- (B) This is not required, but is strongly encouraged.

(d)
- (1) Financial arrangements should be discussed with the prospective placement resource and put in writing before the study is requested.
- (2) If a board payment is needed, a foster home study must be requested.
(e) The Arkansas ICPC Central Office will:
- (1) Review the packet to determine whether it is complete and ready to forward to the receiving state’s ICPC office;
- (2) Coordinate with the sending party if changes in the packet are needed;
- (3) Send packet to receiving state’s compact office; and
- (4) Notify sending party of disposition.
(f) The Family Service Worker and/or Area ICPC Liaison will:
(1)
- (A) Complete and route the ICPC-100B to the ICPC office if the out-of-state placement is approved and made.
- (B) Show the date of the placement or of the withdrawal of the request;
- (2) Close the Arkansas Medicaid so that Medicaid services can be pursued in the receiving state;
- (3) Code the CFS-6013: Application for Emergency Services to show ICPC service using the child’s name;
- (4) Key the case type in CHRIS as “ICPC” for the child placed by the division in another state;
- (5) Notify the Adoption Services Unit of a proposed adoptive placement, if appropriate; and
- (6) Coordinate the travel plans with the Family Service Worker if placement is approved (placement must be made within six (6) months of placement approval).
- (g) Communication between states regarding approval of placements, progress reports, case closures, and disruptions must go through the Arkansas ICPC Central Office.
