Eligibility for placement into the transitional living program includes:

1. (1) An evaluation by the caseworker or administrative staff to determine that placement into the transitional living program does not present a health or safety risk to the youth or the community;
2. (2) The youth is at least eighteen (18) years of age and is being transferred from a licensed or exempt program into the transitional living program;

3. (3)

   1. (A) The resident is actively engaged in an educational program such as:

      1. (i) High school;
      2. (ii) General Educational Development (GED);
      3. (iii) Vocational training; or
      4. (iv) Postsecondary education, such as college.
   2. (B) When the youth has completed all educational requirements according to state law, they shall be employed or actively involved in a supervised job search program; and

4. (4) The resident is knowledgeable in basic life skills, including without limitation:

   1. (A) Money management;
   2. (B) Food management;
   3. (C) Personal appearance;
   4. (D) Birth control and personal health and hygiene;
   5. (E) Housekeeping;
   6. (F) Transportation;
   7. (G) Emergency and safety skills;
   8. (H) Knowledge of community resources;
   9. (I) Interpersonal skills;
   10. (J) Legal skills;
   11. (K) Housing;
   12. (L) Educational planning; and
   13. (M) Job-seeking and job maintenance skills.
