The agency shall have:

1. (1) A clinical director who has:

   1. (A) At least a master’s degree in a human service field;
   2. (B) A current license in Arkansas as a mental health professional, as recognized by Arkansas Medicaid;
   3. (C) No fewer than forty (40) hours of sexual rehabilitative treatment training; and

   4. (D)

      1. (i) A minimum of two (2) years of sexual rehabilitative treatment experience.
      2. (ii) Certification as a sexual rehabilitative treatment trainer may be substituted for the required experience; and

2. (2) A therapist who is a licensed mental health professional, as recognized by Arkansas Medicaid, and has at least one (1) of the following:

   1. (A) At least:

      1. (i) Two (2) years of experience in a sexual rehabilitative treatment program; and
      2. (ii) Forty (40) hours of sexual rehabilitative treatment training;
   2. (B) At least three (3) years of experience in sexual rehabilitative-specific treatment; or
   3. (C) A current membership in or is actively working toward fulfilling the requirements for membership in the Association for the Treatment & Prevention of Sexual Abuse.
