Any person, organization, corporation, partnership, voluntary association, or other entity that provides care, training, education, custody, supervision for a total of six (6) or more unrelated minors on a twenty-four-hour basis, or receives a child victim of human trafficking in any type of shelter or facility, and is not otherwise exempt by the Child Welfare Agency Licensing Act, Arkansas Code § 9-28-401 et seq., requires a license.
