(a)
(1) The agency shall select the home that is:
- (A) In the best interest of each child; and
- (B) Matched to the child’s physical and emotional needs.
- (2) The placement shall be based on an individual assessment of each child’s needs.
(b)
- (1) The agency shall place children only in approved adoptive homes.
- (2) All adoptive homes shall be approved prior to placement.
(c)
- (1) The agency shall have an established fee schedule for adoption services.
- (2) The agency is not required to charge the same fees for all adoptions, but a sliding fee schedule shall have specified conditions and be equally applied.
(3) The fee schedule may take into consideration:
- (A) The income of the adoptive family; and
- (B) Relevant factors such as children who are considered hard to place.
- (d) The agency shall have a foster care license in order to place children in short-term foster care while awaiting an adoptive placement.
