(a)

1. (1) The agency shall select the home that is:

   1. (A) In the best interest of each child; and
   2. (B) Matched to the child’s physical and emotional needs.
2. (2) The placement shall be based on an individual assessment of each child’s needs.

(b)

1. (1) The agency shall place children only in approved adoptive homes.
2. (2) All adoptive homes shall be approved prior to placement.

(c)

1. (1) The agency shall have an established fee schedule for adoption services.
2. (2) The agency is not required to charge the same fees for all adoptions, but a sliding fee schedule shall have specified conditions and be equally applied.

3. (3) The fee schedule may take into consideration:

   1. (A) The income of the adoptive family; and
   2. (B) Relevant factors such as children who are considered hard to place.
