(a) Primary responsibilities of program staff shall include:
- (1) Treatment planning;
- (2) Leadership of the treatment team;
- (3) Case management;
- (4) Clinical and administrative supervision;
- (5) Twenty-four-hour crisis intervention; and
- (6) Discharge planning.
(b)
- (1) The agency shall have a clinical director who shall be clearly responsible for implementation of treatment planning and service delivery.
(2) The clinical director shall:
- (A) Be qualified by a master’s degree in a human service field; and
- (B) Have:
(i) Two (2) years of experience in placement or treatment;
(ii) No less than forty (40) hours of sexual rehabilitative treatment training;
- (iii)
- (a) (a) A minimum of two (2) years of sexual rehabilitative treatment experience.
(b) (b) Certification as a sexual rehabilitative treatment trainer may be substituted for the required experience; and
(iv) A current license in Arkansas as a mental health professional, as recognized by the Arkansas Medicaid Program.
- (c) The agency shall have a therapist who:
- (1) Is a licensed mental health professional, as recognized by the Arkansas Medicaid Program; and
(2) Has at least one (1) of the following:
- (A) At least two (2) years of experience in a sexual rehabilitative treatment program and at least forty (40) hours of sexual rehabilitative treatment training;
- (B) At least three (3) years of experience in sexual rehabilitative specific treatment; or
(C) Maintains current membership in, or is actively working toward fulfilling the requirements for membership from, the Association for the Treatment and Prevention of Sexual Abuse.
- (d)
- (1) The agency shall employ at least one (1) caseworker who shall coordinate the implementation of the treatment plan.
- (2) The caseworker shall either have a bachelor’s degree in a human service field or be a mental health paraprofessional.
- (3) The caseworker shall be supervised by the clinical director.
- (e) All casework staff shall be trained in crisis prevention and intervention, CPR, and first aid within the first sixty (60) days of employment.
(f) All casework staff shall be provided with eight (8) hours of orientation either prior to employment or within the first week of employment that shall provide an overview of the following areas:
- (1) The agency’s policies and procedures;
- (2) The client’s rights, including confidentiality;
- (3) How to handle medical and nonmedical emergencies;
- (4) The caseworker’s clinical limitations;
- (5) How to document clinical information in the child and family records; and
- (6) General information regarding commonly prescribed medications and their side effects.
- (g) The agency shall provide twenty-four-hour on-call crisis intervention support to supplement the support provided by the caseworker.
(h) Therapy services shall be provided by a licensed mental health professional, as recognized by the Arkansas Medicaid Program, who has at least one (1) of the following:
(1) At least:
- (A) Two (2) years of experience in a sexual rehabilitative treatment program; and
- (B) Forty (40) hours of sexual rehabilitative treatment training;
- (2) At least three (3) years of experience in sexual rehabilitative specific treatment; or
- (3) Maintains current membership in, or is actively working toward, fulfilling the requirements for membership from the Association for the Treatment and Prevention of Sexual Abuse.
