- (a) The agency shall complete a home study for each foster home.
(b) The agency shall conduct at least one (1) scheduled in-home interview for each household member to:
- (1) Observe family functioning; and
- (2) Assess the family’s capacity to meet the needs of children in foster care.
- (c) The agency shall interview every age-appropriate member of the household.
(d) The home study shall include the following information:
- (1) Motivation. The individual’s motivation for becoming a foster parent;
- (2) Household composition. The full legal names, birthdates, relationships to one another, and a brief physical description of everyone residing in the home;
(3) Housing. Address, location, and type of structure as well as the:
- (A) Upkeep and housekeeping standards;
- (B) Sleeping arrangements;
- (C) Length of time at residence; and
- (D) Future residence plans of the facility’s occupants;
(4) Safety hazards. An assessment of the safety of the home and grounds, including:
- (A) Water hazards;
- (B) Swimming pools;
- (C) Hot tubs;
- (D) Dangerous pets; and
- (E) Other hazardous items and areas;
- (5) Income and expenses. Employment history for the last six (6) years (duration, salary, duties, title, degree of job security, and hours), other sources of income, monthly living expenses, outstanding debts, and insurance;
(6) Health. Current health of each family member, including:
- (A) Prior illnesses or medical problems;
- (B) Disabilities;
- (C) Clinics or doctors utilized and frequency of use;
- (D) Counseling (dates and purposes); and
- (E) Hospitalization for:
(i) Alcohol abuse;
(ii) Drug abuse; or
- (iii) Mental illness;
(7) Education. Parents’:
- (A) Educational attainment;
- (B) Future educational plans; and
- (C) Parenting classes attended;
- (8) Childcare arrangements or plans. Current arrangement or proposed arrangement as it relates to their working hours and income;
(9) Child rearing practices. Purpose of behavior management, behavior guidance practices, how they show affection, and how they handle:
- (A) Stress;
- (B) Allowance;
- (C) Chores; and
- (D) Homework;
- (10) Daily schedule;
- (11) Social history. Highlights and verification regarding action of marriages, divorces, children, relationships’ support system, future plans, any individual not living in the home, and any significant personal, developmental, personality, or legal problems;
- (12) Family activities. Religious interests, social organizations, activities with children, and family roles;
- (13) Impressions, conclusions, and recommendations. Evaluate the family’s situation and ability to provide for a child based on the information obtained during the home study; and
- (14) Approval. If the agency approves the foster parent or parents, the agency shall recommend in the home study the number, age, gender, and other characteristics of children for whom the home is approved to provide care.
- (e) The placement agency may require further documentation or evaluation to determine the suitability of the home.
