- (a) The administrator, social services director, and each caseworker of a child welfare agency shall have twenty-four (24) hours of job-related continuing education each year.
- (b) Owners, operators, employees, foster parents, or volunteers in a child welfare agency are responsible for ensuring the proper care, treatment, safety, and supervision of the children they supervise.
- (c) Owners, operators, employees, foster parents, or volunteers in a child welfare agency shall not engage in behavior that could be viewed as sexual, dangerous, exploitative, or physically harmful to children.
(d) Documentation verifying annual training shall be dated indicating the:
- (1) Number of hours;
- (2) Name of the source; and
- (3) Topic or title.
(e) The agency shall maintain a personnel file for each employee that shall include:
- (1) A resume or application;
- (2) Date of hire;
- (3) Verifications of qualifications;
- (4) Documentation of required annual training;
- (5) Criminal record check and Child Maltreatment Central Registry check information as required by law;
- (6) Documentation that applicable employees are informed that they are mandated reporters of suspected child maltreatment, according to Arkansas Code § 12-18-402, and are provided the information needed to make a report;
- (7) A functional job description; and
- (8) At least three (3) positive personal references from nonrelatives.
