(a)

1. (1) An open enforcement case is a case open with the Office of Child Support Enforcement for full child support services or a case for medical support services only.

2. (2) These cases are open either by:

   1. (A) Application;
   2. (B) Referral from the Department of Human Services; or
   3. (C) Referral for full child support services by child support agencies in other states, tribes, or countries.
3. (3) These cases may also be referred to as IV-D cases.

(b) IV-D recovery case.

1. (1) A IV-D recovery case is an open enforcement case in which no current child or medical support is owed, but there are arrears owed to:

   1. (A) The State of Arkansas;
   2. (B) The custodial party; or
   3. (C) Both.
2. (2) In these cases, the custodial party has requested services to collect the arrears.
