8 CAR § 350-301 – Description

(a) The certificate of compliance program requires all persons seeking a compost or waste tire processing permit or waste tire collection center permit from the Division of Environmental Quality to apply to the White River Regional Solid Waste Management District for a certificate of compliance.
(b) The certificate of compliance is designed to:
1. (1) Ensure that solid waste facilities within the district are consistent with the district’s solid waste management plan; and
2. (2) Allow the Board of Directors of the White River Regional Solid Waste Management District the opportunity to comment on the proposed permit in a proactive position rather than in a reactive stance.
(c) A certificate of compliance is not required for persons seeking a certificate of need.
