- (a) When the Southwest Central Regional Solid Waste Management District staff has determined that an application for a certificate of need is complete, it shall give at least thirty (30) days’ public notice of the Southwest Central Regional Solid Waste Management District Board of Directors' formal consideration of the certificate of need, during which the public may review and comment on the application.
(b) The public notice shall include all of the following:
- (1) A brief summary of the proposed solid waste facility for which a certificate of need has been requested; and
- (2) The date, time, and place of the public hearing on the certificate of need.
(c) The notice shall be mailed to:
- (1) Any person specified by law; and
- (2) A person or persons who shall have requested advanced notice in writing of the board's actions on certificates of need.
- (d) Unless otherwise required by law, the notice shall be published in a newspaper or newspapers of general daily circulation selected by the district in its discretion.
