Substantial compliance
Arkansas Code § 8-6-704
(a) Every rulemaking action by the Southwest Central Regional Solid Waste Management Board after the effective date of this subpart shall be effective if the rulemaking action substantially complies with this subpart.
(b) With the exception of maintenance and availability of records, this subpart shall not apply to rules previously adopted by the Southwest Central Regional Solid Waste Management District prior to the effective date of this subpart.
