This part may be amended or repealed by new bylaws which may be adopted by an affirmative vote of a majority of the entire Southwest Central Regional Solid Waste Management Board at any regular or special meeting of the board, provided that notice of the proposed action shall have been:

1. (1) Included in the notice of the meeting; and
2. (2) Mailed to the board members of the Southwest Central Regional Solid Waste Management District at least ten (10) days prior to the meeting.
