(a) As a result of Acts 2013, No. 1333, the Southeast Arkansas Regional Solid Waste Management District is responsible for the administration and distribution of the Solid Waste Management and Recycling Fund allocated to the district per the formula outlined in Acts 2013, No. 1333.
(b) The intent of the district is to use recycling grant funds for the purpose of recycling and waste reduction activities as described herein.
(c)
(1) The Board of Directors of the Southeast Arkansas Regional Solid Waste Management District shall distribute the funds allocated by the Division of Environmental Quality to the district through a grant program.
(2) The board will distribute the funds to the counties included in the district on a pro rata system based on:
(A) The population of the county; and
(B) Its percentage of the district’s total population.
