Except as otherwise permitted in Arkansas Code § 8-6-703(b)(2), the membership of the Board of Directors of the Southeast Arkansas Regional Solid Waste Management District will consist of the:
- (1) County judge of each county within the Southeast Arkansas Regional Solid Waste Management District;
- (2) Mayors of each first-class city within the district;
- (3) Mayors of each city within the district which is a county seat; and
- (4) Mayors of each city within the district with a population of two thousand (2,000) or more.
