(b) The rules adopted and contained herein, and the enforcement thereof by the district:

1. (1) Are designed and intended to:

   1. (A) Provide minimum standards for the protection of the health and welfare of the public;
   2. (B) Make sure that the environment is not polluted; and
   3. (C) Prevent the creation or maintenance of unhealthful, unsanitary conditions or public health nuisances; and
2. (2) Shall be liberally construed to accomplish these purposes.
