Any applicant for a new solid waste facility permit or the modification of an existing solid waste facility permit to be located, in whole or in part, within the geographic boundaries of the Pulaski County Regional Solid Waste Management District must obtain a certificate of need from the Pulaski County Regional Solid Waste Management District Board of Directors prior to submitting the application to the Division of Environmental Quality.
