All collection systems and collection equipment shall meet the following conditions:

1. (1) Solid waste shall be:

   1. (A) Collected and transported so as to prevent:

      1. (i) Public health hazards;
      2. (ii) Environmental hazards;
      3. (iii) Safety hazards; and
      4. (iv) Nuisances; and
   2. (B) Kept in sanitary condition;

2. (2)

   1. (A) Collection and transportation equipment shall be designed and constructed so as to be leak-proof.

   2. (B) The waste shall be suitably enclosed and/or covered so as to prevent:

      1. (i) Roadside littering;
      2. (ii) Attraction of disease vectors; or
      3. (iii) Creation of other nuisances; and
3. (3) Pursuant to Arkansas Code § 27-35-203(g)(1)(C), the maximum gross weight of any vehicle used for hauling solid waste shall not exceed eighty thousand pounds (80,000 lbs.).
