Pursuant to such legislation, the Board of the East Arkansas Regional Solid Waste Management District desires to enact this part to provide for the licensing of haulers who are engaged in the collection of solid waste within the East Arkansas Regional Solid Waste Management District and those haulers who are engaged in the transportation of solid waste for disposal or storage in the district and for the enforcement of this part.
