(a) The waste assessment fee and the service fee shall be paid to the Benton County Regional Solid Waste Management District on all solid waste generated:

1. (1) Within or without the district delivered transfer station or other disposal facility within the district, regardless of whether the disposal facilities are owned or operated by the district; or
2. (2) Within the district but delivered to a location outside the district.
