(a) Any solid waste facility, either within the Benton County Regional Solid Waste Management District or which receives waste generated within the district, shall, upon the request of any district-designated person:

1. (1) Furnish information relating to any activity at the facility; and
2. (2) Permit such person at all times to have access to, and to copy all records, relating to such activity.

(b) Any district-designated person shall be allowed to:

1. (1) Enter at any time all areas of the facility; and
2. (2) Inspect and obtain samples from any area of the facility.
