(a) Every solid waste facility required to sample and test groundwater monitoring wells shall:

1. (1) Test every such well at least quarterly; and
2. (2) Incorporate the results of such tests into the statistical analysis required by the Division of Environmental Quality and/or the United States Environmental Protection Agency.

(b)

1. (1) Every solid waste facility shall sample and test all wells identified in the well inventory required by the division’s Solid Waste Management Rules, Section XII, B, 2, before beginning construction of the facility.
2. (2) Samples shall be tested for all constituents required under 40 C.F.R. pt. 258, Appendix I.

3. (3)

   1. (A) Copies of all test results shall be provided to the well owner and the Benton County Regional Solid Waste Management District.
   2. (B) The district shall maintain copies of the test results at its offices.
