(b)

1. (1) A public notice regarding the application for a certificate of need shall be prepared by the district for publication by the applicant.

2. (2) The public notice shall include the following:

   1. (A) Notice of the receipt of the application;
   2. (B)

(i) The place, date, and time of the required public hearing.

1. (ii) The place, date, and time for the public hearing shall be set by the district; and

   1. (C) The manner in which citizens may submit written comments.

      1. (c) Publication of notices shall be in the newspapers of northwest Arkansas.

2. (1) The public notice must be published at least twenty (20) days prior to the date of the public hearing.
3. (2) The date of publication of the notice shall mark the beginning of a thirty-calendar-day comment period in which any interested party may submit written comments to the district regarding the application for the certificate of need.
