The Benton County Regional Solid Waste Management District shall file with the Secretary of State, the Arkansas State Library, and the Bureau of Legislative Research a:

1. (1) Certified copy of each proposed rule; and

2. (2)

   1. (A) Statement of financial impact for the proposed rule.

   2. (B) The scope of the financial impact statement shall be determined by the district, but at a minimum shall include the estimated cost:

      1. (i) Of complying with the rule; and
      2. (ii) For the district to implement the rule.
   3. (C) If the district has reason to believe that the development of a financial impact statement will be so speculative as to be cost prohibitive, the district shall submit a statement and explanation to that effect.
