- (a) A certificate holder or other party with standing may appeal the Director of the Division of Environmental Quality’s final decision to the Arkansas Pollution Control and Commission.
- (b) Such an action shall be conducted as provided for in Arkansas Code § 8-4-202 et seq., and in accordance with the commission’s rules on administrative procedures.
