1. (a) The Division of Environmental Quality shall:

   1. (1) Maintain and make available to the public a list of Phase I consultants who meet the minimum qualifications for an environmental professional who undertakes a Phase I environmental site assessment, referred to as “all appropriate inquiry” under the provisions of the Small Business Liability Relief and Brownfields Revitalization Act, Pub. L. No. 107-118, and the rules promulgated under that federal act; and
   2. (2) [Reserved].
2. (b) Persons wishing to be placed upon the division’s list of certified environmental professionals shall meet the education and experience requirements set forth at 40 C.F.R. § 312.10 and 8 CAR § 84-301(b) and submit an application for such certification and listing to the division.
