The purpose of this subpart is to provide for the regulation of persons installing, repairing, upgrading, and closing underground storage tank systems that contain regulated substances to assure that the systems are installed, repaired, upgraded, and closed in a manner that will not encourage or facilitate leaking and will protect the public health and the lands and waters of the State of Arkansas.
