(b) Each year, the Division of Environmental Quality shall issue or renew a certificate of registration for each storage tank facility meeting the following requirements:

1. (1) All storage tanks at the facility must be registered in accordance with this part; and
2. (2) The registration fees required by 8 CAR § 80-203 must be paid.
