(b) The purpose of the e-manifest system is to provide accountability and sustainability by requiring the use of uniform manifests in paper copy or electronic form so that the Division of Environmental Quality has an accurate reporting of all information related to the collection, transportation, distribution, recycling, and disposal of:

1. (1) Recyclable tires;
2. (2) Waste tires; and
3. (3) Used tires culled for resale.

(c) The implementation of the e-manifest system is an ongoing process, and the division may continue to develop the process and procedures including any one (1) or more of the following:

1. (1) Use of paper forms;
2. (2) Methods of registering accounts;
3. (3) Requirements for electronic signature authorizations;
4. (4) Requirements for information; or
5. (5) Any other component of the e-manifest system necessary for its implementation and administration.
