(a)

1. (1) A used tire program that accepts extra-large tires may establish its own fees for accepting extra-large tires.
2. (2) Agricultural tires are exempted from fees provided advanced arrangements are made with the used tire program and no more than four (4) extra-large tires are delivered at any one (1) time per month.

(b)

1. (1) The used tire program shall provide the Division of Environmental Quality with a price of processing and disposing of extra-large tires prior to collecting fees.
2. (2) The price shall not exceed the costs of properly collecting and disposing of the extra-large tires.
