A used tire program that receives reimbursements from the Used Tire Recycling Fund, the Used Tire Recycling and Accountability Act, Arkansas Code § 8-9-401 et seq., and this part may:

1. (1) Contract with a tire processing facility;
2. (2) Remove or contract for the removal of tires from waste tire sites within the applicable used tire programs;
3. (3) Provide incentives for establishing privately operated tire collection centers for the public; and

4. (4)

   1. (A) Form agreements with other used tire programs using written interlocal agreements.
   2. (B) The signed interlocal agreements shall be submitted to the Division of Environmental Quality and maintained at the facility as part of their record retention policy.
