(a)

1. (1) To be eligible for reimbursements under this part and the Used Tire Recycling and Accountability Act, Arkansas Code § 8-9-401 et seq., each used tire program shall establish at least one (1) tire collection center in each county that is served by the used tire program.
2. (2) The tire collection centers shall be access-controlled.

(b)

1. (1) A board may establish annually a one-time event for a temporary open-collection center for nonprofit or household collection events.
2. (2) Any additional events the board wants to establish that same calendar year must be approved by the Director of the Division of Environmental Quality.
3. (3) The approved length of time to operate a temporary open-collection center will be determined on a case-by-case basis.
