The Division of Environmental Quality reserves the right to grant written conditional approval for beneficial use projects and impose additional operating requirements, design requirements, or both, as needed to ensure:

1. (1) Structural integrity;
2. (2) Technical adequacy; and
3. (3) Protection of the environment.
