The following funding levels for quarterly disbursements from the Used Tire Recycling Fund are established:

1. (1) Level One funding shall be paid first each quarter from all moneys available for disbursement in that quarter;
2. (2) Level Two funding shall be paid each quarter only if any moneys are available after all Level One funding obligations are paid in full for that quarter; and
3. (3) Level Three funding shall be paid each quarter only if any moneys are available after all Level One funding and Level Two funding obligations are paid in full for that quarter and a grant application has been approved by the Division of Environmental Quality.
