Division of Environmental Quality entry rights. The Division of Environmental Quality or any authorized employee or agent shall have right of entry during normal business hours, unless otherwise deemed necessary by the division, to any public or private property for the purpose of obtaining information or conducting investigations or examining or copying any books, papers, records, or memoranda pertaining to the operation of the facility or transporter necessary or appropriate for the purpose of this part.
